Congstar is a mobile network operator with headquarters in Cologne, Germany. They offer very affordable prepaid mobile plans, and as a subsidiary of Telekom Deutschland, they have access to a very well developed data and mobile network for less money. They also offer connection to the LTE network (although with a limited 7.2Mbit/s, which is a big plus over other prepaid companies. Their prices are slightly more expensive than other prepaid companies, but they offer reliable networks and faster internet. Unlike other providers, they also offer contracts with hardware, and have many different phones available.
